In this paper two new concepts of fuzzy open sets and fuzzy continuity as stated in the title are introduced and studied in fuzzifying topology. The main work is to obtain decompositions of fuzzy continuity in fuzzifying topology by making use of the new concepts above. The paper is a valuable contribution to the area of fuzzy topology. The paper is clearly written and well organized.
