The authors consider the question of the spectrum of Steiner 7-cycle systems on a \(v\)-set. The necessary existence condition is that \(v\equiv 1\) or \(v\equiv 7\), modulo \(14\). It is shown that this condition is sufficient except for \(21\) possible exception the largest of which is \(861\).
