This paper introduces a variant of cohomological Hall algebra using Chow groups. It also studies modules arising from smooth models of quiver moduli, whose construction is a natural analogue of the argument by \textit{Y. Soibelman} [Prog. Math. 319, 355--385 (2016; Zbl 1378.11068)]. A nice review of the cohomological Hall algebra is also contained.
