Let \(N\) be a submanifold of a complete even-dimensional Riemannian manifold \(M\). The author of the paper under review proves an index theorem for the pair \((N,M)\), which is a generalization of the index theorem by \textit{J. Roe} [Elliptic operators, topology and asymptotic methods. 2nd ed. Harlow: Longman (1998; Zbl 0919.58060)] and \textit{N. Higson} [Topology 30, No. 3, 439--443 (1991; Zbl 0731.58065)].
