The present paper is devoted to the disordered XXZ spin chain in the Ising phase exhibiting droplet localization. It is proved that the localization holds in an energy interval $I$ near the bottom of the spectrum. Dynamical manifestation of localization in the energy window $I$ is proved. Moreover, non-speading information, zero-velocity Lieb-Robinson bounds, and general dynamical clustering are also established.
