In this paper, the authors study a Sturm-Liouville operator with nonclassical asymptotics of the spectrum. They prove that the existence of a potential \(q(x)\) in \(L_2\) such that the related boundary-value problem is not almost regular in the sense of \textit{A. A. Shkalikov} [Tr. Semin. Im. I. G. Petrovskogo 9, 190--229 (1983; Zbl 0553.34014)] but its Green function has a polynomial order of growth in the eigenvalue parameter.
