The authors give geometrical and analytical characterizations of the class of closed convex sets having a barrier cone with a nonempty interior. A geometric charaterization of the proper extended real-valued functions and analytical characterization of convex lower semi-continuous functions for which the domain of their Fenchel conjugate has a nonempty interior are established. As an application, the authors study the stability of the solution set of a semi-coercive variational inequality.
