The authors study the cycle base structure of 2-edge-connected graphs on the sphere and the projective plane, showing that short cycles generate the cycle spaces in the case of ``small face imbeddings''. They find the minimum total lengths of cycle bases, for outer planar graphs, Halin graphs, near-triangulations, and quadrangulations on the sphere and on the projective plane.
