The author investigates the class of optimal multistage procedures of decision making in hierarchical systems with many participants. This class is connected with complicated variational problems with connected variables on the sets of transformations of rule spaces of participants. The models considered here permit a reduction to more simple problems for which the structure of optimal strategies is found.
