A Procrustes problem is studied on the Stiefel manifold, where a matrix \(Q\) with orthonormal columns is to be determined that minimizes \(\|AQ-B\|_F\) where \(A\) and \(B\) are matrices of sizes \(\ell\times m\) and \(\ell\times n\), respectively. Necessary conditions for global optimum and necessary and sufficient conditions for local optimum are presented.
