The authors show how minimal blocking sets can be obtained by modifying other ones. They introduce a combinatorial technique to prove the uniqueness of certain configurations realizing largest minimal blocking sets. They apply this to prove the nonexistence of a minimal blocking set of order 19 in \(\text{ PG}(2,7)\).
