The author constructs a partition of PG\((3,q)\) into rational normal curves and a related family of ruled surfaces in PG\((4,q)\), with PG\((3,q)\) embedded as a hyperplane. The complementary affine space can be identified with AG\((2,q^2)\) in such a way that the affine parts of these ruled surfaces intersect each line in \(0,1,2,3,4,q\) or \(q+1\) points.
