This paper discusses topology optimization using the homogenization design method (HDM) to minimize the frequency response caused by magnetic forces. The objective function has been formulated as a square form of mean complicance to guarantee the positive value of effectiveness at operating frequencies. The magnitude and direction of the exciting force were calculated using the Maxwell stress methods. It is verified that HDM is useful to minimize the frequency response by some actual applications. For Part I, cf. the author, \textit{N. Kikuchi} and \textit{J. L. Volakis} [ibid. 8, 387-406 (2001; Zbl 0990.78020)].
