The paper considers linear, discrete-time, nonstationary systems over arbitrary unital rings. The notion of total controllability is introduced and investigated over several rings. Conditions guaranteeing that a non-controllable system is totally controllable in a suitable extension ring are given. For systems with an invertible coefficient matrix the total controllability is proved to be equivalent to the stabilizability by state feedback. The results are discussed on several examples.
