A negative answer to the question, raised by G. Ewald, after the possible combinatorial types of complete fans of cones determining a smooth toric variety is obtained. The main result of the paper consists in the fact that the combinatorial type of a system of cones determining a smooth complete toric variety cannot coincide with the combinatorial type of any simplicial cyclic polytope. As a corollary, improved inequalities for the Betti numbers of smooth complete toric varieties are obtained.
