Labor dynamics in active systems can be described in terms of the procedure of smoothed attractiveness potentials. The elaboration of management procedures is examined that ensure stable operation of a system and the planned equilibrium distribution. An adaptive approach to management by incentive is proposed that makes it possible to achieve the desired state of the system.
