We consider a method of optimal long-range planning of health-care resources with long service life. The optimality criterion is the minimum time for the planned resource to reach the normative path, subject to stabilizing constraints on the programmed control. An algorithm is constructed for optimal planning of the availability of physicians subject to constraints on absolute values and rates of change of the controls.
