[For part I see the summary above (Zbl 0616.73007).] A fundamental solution for displacements-rotations in the case of concentrated distortion \(\kappa^ 0_{zz}\) harmonically variable in time acting in infinite space is given for the second axi-symmetric problem of micropolar elastodynamics and elastostatics. The limit cases of this solution are considered. Use is made of separated equations for displacements-rotations solved with the Fourier-Hankel integral transformations.
