[For part I, see the author, ibid. 105, 99-106 (1986; Zbl 0607.76052).] A viscous incompressible fluid moving in a two-dimensional flat torus is considered. An open set of external forces is presented, for which the stationary state remains attractive for any Reynolds number R. The size of this set and its region of attraction are proved to be independent of R.
