Ser. 169, 183-201 (1995; Zbl 0855.35048).] The author uses eigenfunction expansions combined with the penalty method to provide sharp conditions to ensure the existence of solutions to some weakly elliptic system subjected to obstacle constraints. Application to control theory are given.
