The \((d,k,v)\) block sets achieved in Part I (Zbl 0973.05005) are studied. It is found that such block sets exist iff certain \(t\)-designs which include the Steiner set \(S(5,8,24)\) and the complement of the Steiner systems \(S(t,t+1,v)\) exist.
