In the paper under review the two subjects of the title are studied, first independently and then by making them interact. In particular, a new family of examples of dimensional dual hyperovals is constructed, and the notions of quotient and universality are defined. Some interesting results on both subjects are given. Finally the relationship between the two subjects is investigated, and some questions on them are stated.
