The author studies the relationship between the relative Nielsen number and the minimal number of fixed points for boundary-preserving self-maps of surfaces with boundary. In the case of the projective plane with two open punctures he presents examples of maps for which these numbers differ by one. For the multi-punctured projective plane (more than two punctures) examples are given which show that the difference can be arbitrarily large.
