Using an appropriate generalization of the concept ``vector of balanced weights'', the authors give a characterization condition to establish whether a TU-game has a population monotonic allocation scheme or not. Moreover, one shows that every four-person integer valued game with population monotonic allocation scheme has an integer such as this scheme and one offers an example of a seven-person integer valued game which has only non-integer valued population monotonic allocation schemes.
