This paper is essentially a sequel to an earlier one by the same author with almost the same title [J. Appl. Probab. 32, 623--634 (1995; Zbl 0846.60073)]. It concerns obtaining bounds for state probabilities and expected population sizes in a nonhomogeneous multitype birth and death process, using comparison methods which necessitate assumptions about the birth and death rates. The key theoretical results upon which the present ones depend appear in the earlier, more substantial, paper. Some applications, mainly to queueing theory, are given.
