The aim of the study is twofold. In the mathematical part the authors derive a new algorithm to construct fuzzy IF-THEN inference systems. The algorithm utilizes Łukasiewicz many-valued equivalence. Its design has the special feature that whenever the output is not unique, the final decision should be left to a human expert. In the application part they show how the algorithm can be used to solve various traffic signal control problems.
