Generalizing the Ostrowski-Brauer theorem and its previous extensions the author provides necessary and sufficient conditions for the singularity of an irreducible matrix satisfying a nonstrict row-column diagonal dominance, and a new description of the location of matrix eigenvalues in terms of Cassini ovals and Gerschgorin circles.
