The authors describe a method of coupling transport and turbulence, which they illustrate with an application to two-dimensional Hasegawa-Wakatani model equations for plasma turbulence. The authors augment the basic scheme with two methods, equally successful, for dealing with locally antidiffusive behaviour. Both local and global implementations of the coupling work well. Encouraged by the results presented in this paper, the authors proceed to couple a ``full-physics'' tokamak-core transport code to existing three-dimensional tokamak-core local fluid turbulence codes.
