The paper deals with generation and analysis of development scenarios for complex regional socio-economic systems (SES). Of special interest are the regional computer-aided emergency control systems (ECS). The methods discussed are based on the object-subject approach combined with the procedure for structural analysis of complex systems. Operational aspects of the system components are studied by generating their formalized behavior scenarios.
