Linear, singular, continuous-time, finite-dimensional control systems with constant coefficients are considered. A new concept of perfect minimal order functional observer is introduced. Next, using algebraic methods, a procedure for computation of the matrices of the observer is presented and discussed in detail. Finally, a simple numerical example which illustrates the theoretical considerations is given. Moreover, many remarks and comments on observer design are presented. Similar problems have been recently presented in the publications [\textit{T. Kaczorek}, ``Perfect observers for singular 2D Fornasini-Marchesini models'', IEEE Trans. Autom. Control 46, No. 10, 1671--1675 (2001; Zbl 1009.93044), and ``Full-order perfect observers for continuous-time linear systems'', Bull. Pol. Acad. Sci., Tech. Sci. 49, No. 4, 549--558 (2001; Zbl 1007.93008)].
