For many years the correlation between the propagation of electromagnetic waves in the atmosphere and meteorological conditions has been a topic of study. The present paper treats this problem in the context of an electromagnetic impulse in an abnormal stratification of the lower troposphere, where the stratification layer is called a surface duct. The analysis of the problem involves the application of two integral transformations to the Fitzgerald vector, a Laplace transform in time and a twodimensional Fourier transform in space. An integral is computed using saddle point and residue methods to arrive at an exact solution of the transient electromagnetic field of a dielectric layer.
