This paper is concerned with the controllability problem for systems described by a singular retarded linear differential equation with constant matrices. A first result affirms that the controllability of the system is independent of the initial condition. Later, using the standard decomposition form, the author establishes a matrix criterion for the controllability of those systems with independent subsystems.
