Assume that a nonsingular complete algebraic variety \(X\) of dimension \(n + 2\) contains a nonsingular rational surface \(S\) with ample normal bundle. Is \(X\) then unirational? This paper provides a partial answer to this question under the assumption that the surface \(S\) is toric and certain additional assumptions on the normal bundle of \(S\). The proof is done by observing the formal neighbourhood of the surface \(S\).
