The authors present a general criterion for the lower semicontinuity of the Burkill-Cesari integral as well as applications to the calculus of variations. Surprisingly, a version of Reshetnjak's theorem concerning the lower semicontinuity of sublinear functionals on vector measure is stated without disintegration [\textit{J. G. Reshetnjak}, Sib. Mat. Zh. 9, 1386-1394 (1968; Zbl 0169.18301)].
