A new stepsize controller is developed avoiding fluctuating steps when the stepsize is restricted by stability. It can be used with any Runge- Kutta embedded pair, but the details are worked out for DOPRI5. Estimates of the dominant eigenvalue of the Jacobian are applied. Numerical tests to verify the new strategy in practice are given.
