We consider a Cauchy control system governed by an elliptic operator. For this ``non well set'' situation we prove in a particular case the singular optimality system which gives necessary and sufficient conditions satisfied by the optimal control. The method consists of a singular problem regularized by means of a ``non well set'' situation.
