An attempt was made to describe a possible conceptual construction of a knowledge base for the theory of special functions as a system of processing of data sets. The proposed knowledge base relies on a mathematical model which describes an application domain, formulates rules of the data processing and defines the class of solvable problems. Classes, types, forms and special functions, algorithms, and problems in their theory were discussed. The data sets which are processed include numerical, symbolic, classification, and visualization data.
