The control of a linear distributed parameter system is considered. The controllability and the optimal time problem are investigated. The problem is reduced to considering an ordinary parameter system by means of the Fourier method. The sufficient conditions for controllability and the structure of the optimal control are obtained. These results are used for the resolution of the time optimal problem for the heat equation and the wave equation.
