\textit{R. Q. Jia} [J. Approximation Theory 39, 11-23 (1983; Zbl 0515.41010)] proved that the discrete B-spine collocation matrix is totally positive, and he also gave necessary and sufficient conditions for a minor to be strictly positive. By a counterexample, it is shown in this paper that Jia's necessary and sufficient conditions are not quite correct. Now the corrected version of this theorem is proved. Also some consequences and applications of this result are discussed.
