In [J. Approximation Theory 84, No. 3, 247-264 (1996; Zbl 0863.41006)] \textit{K. M. Mørken} gave necessary and sufficient conditions for a minor of a discrete B-spline collocation matrix to be strictly positive, correcting an earlier theorem of \textit{R. Q. Jia} [J. Approximation Theory 39, 11-23 (1983; Zbl 0515.41010)]. In this paper the author provides a different proof for this theorem and also supplies intuition for the conditions.
