The author considers systems of first-order PDEs with the properties that each translation of independent variables of such a system is a symmetry for this system and each such translation generates a conservation law for this system. There are found necessary and sufficient conditions for such systems to arise from a variational principle. Examples illustrating these conditions are presented.
