Continuous-time, finite-dimensional bilinear control systems are considered. Using algebraic methods, positive orthant controllability in finite-time and with scalar controls is investigated. Sufficient conditions for uncontrollability are formulated and proved. Similar controllability problems for bilinear control systems have been discussed in the paper [\textit{A. Bacciotti}, Syst. Control Lett. 3, 53-55 (1983; Zbl 0532.93005)]. Moreover, the paper contains remarks and comments on the controllability problems for bilinear control systems.
