The author develops a new technique for producing pairs of isospectral nilmanifolds of arbitrary step. This new construction is a generalization of the one used by Gordon and Wilson to construct pairs of isospectral Heisenberg manifolds. In particular, new examples of manifolds which are isospectral on functions but not isospectral on \(s\)-forms are presented.
