For abstract optimal control problems with one or two controlling parties, a priori estimates for the cost of the operation are defined. The estimates differ in the amount of information the parties have about the state of the system and the operation of the other party. A simple optimal control problem governed by a one-dimensional control system is used in order to illustrate the different concepts. For this example, the configurations in which more information yields better results as well as the cases where more information does not give any advantage are worked out in detail.
