This paper gives a topological characterization of the topological conjugacy of two diffeomorphisms defined on closed orientable connected 3-manifolds satisfying Smale's axiom A. The diffeomorphisms belong to the space of structurally stable ones, with nonwandering sets consisting of 2-D surface basic sets and such that the restriction to the basic sets preserves orientation.
