The author studies the `minimal splines' introduced by Yu. K. Dem'yanovich, which are nonpolynomial generalizations of the usual B-spline functions. First, he obtains a simple construction of a system of linear functionals biorthogonal to the generalized B-spline basis system of `coordinate splines'. Then the associated matrices of spline-wavelet expansions are constructed for nonuniform infinite grids on an open interval and for finite grids on the segment.
