Given a second-order degenerate ordinary differential operator \(A=mu''+qu'\) in a real interval, the authors study necessary and sufficient conditions for generation of a strongly continuous semigroup in the space of continuous functions under Neumann-type boundary condition. Existence of classical solutions of the associated parabolic initial value problem is also investigated.
