In this paper, the authors study an extension about new results on diagonal stability of \textit{Hurwitz-Metzler} matrices. The authors provide sufficient and necessary LMI conditions for diagonal stability of FPLS. Moreover, the controller synthesis problem of FPLS is proposed, which can guarantee the closed-loop FPLS to be \textit{Hurwitz } stable and positive. The results can be regarded as the extension of diagonal stability and stabilization based on LMIs approach from continuous FPLS to continuous IPLS.
