Gamma-convergence is a notion of convergence for functionals. It was introduced by Ennio de Giorgi. Several authors study Gamma-convergence [\textit{A. Braides}, Gamma-Convergence for Beginners. Oxford: Oxford University Press (2002; Zbl 1198.49001); \textit{S. Serfaty}, Discrete Contin. Dyn. Syst. 31, No. 4, 1427--1451 (2011; Zbl 1239.35015); \textit{L. Berlyand} et al., Calc. Var. Partial Differ. Equ. 56, No. 6, Paper No. 156, 35 p. (2017; Zbl 1391.35033); \textit{G. Buttazo} and \textit{G. Dal Maso}, J. Anal. Math. 37, 145--185 (1980; Zbl 0446.49012); \textit{G. Dal Malso}, An introduction to G-convergence, Basel: Birkhäuser (1993; Zbl 0816.49001)]. The principal objective in this paper is to introduce a novel general framework for the study of Gamma-convergence of functionals defined over pairs of measures and energy-measures.
