This shorter paper shows some index estimates for the closed and free boundary CMC surfaces in three-dimensional submanifolds, thereby implying that if the mean curvature is sufficiently large then the index of a CMC surface in an arbitrary three-manifold is bounded below by a linear function of its genus.
